In the context of accelerating digital transformation in education, digital competence has become a fundamental requirement for pre-service teachers. This study examines the digital competence of 86 second-year pedagogical students at Hai Phong University, based on the National Digital Competency Framework stipulated in Circular No 02/2025/TT-BGDĐT and the Technological Pedagogical Content Knowledge (TPACK) model. The results reveal that pre-service students demonstrate a relatively high proficiency in basic technological skills, but they showed considerable limitations in designing digital learning and applying AI in teaching. Comparisons between students with teaching experience (N=80) and a reference group without experience (N=6) suggest that practical teaching experience plays an important role in shaping professional awareness of digital competence. Based on these findings, the study proposes four solution groups: developing mobile-oriented digital content design skills, implementing competency-based differentiated training, fostering the intergration of AI literacy with digital ethics education and strengthening the practical organization of digital classrooms.
